The claim originated from a TikTok video (archived here) published by news_world_0 (archived here) on February 21, 2024, with an audio track translated into English from Russian by Lead Stories staff that says:
In the first hour after his (Alexei Navalny's) death, announcements are made by the European Union, Biden, the European Committee and Zelenskyy, while his wife speaks at the Munich Security Conference. She is introduced to Tsikhanouskaya, and later she is seen at the Oscars ceremony. As one can see, not a tear had dropped, no black colors, mourning, but she is present at a dinner party wearing an evening dress.
