Does the photo depict a Wagner fighter near the Polish border? No, that's not true: The picture was manipulated and the original shows a man in military uniform with a Polish flag on the sleeve.
The story appeared in a TikTok video (archived here) which was published by @planet.404 on August 2, 2023. The same video can be found on Russian and Ukrainian TikTok accounts. The text on and under the video (translated from Russian by Lead Stories) reads:

The original photo was posted on Internet forum 4chan on July 31, 2023, where the Polish flag can be seen instead of the Russian and the Wagner chevron is placed on top of another.
Stanisław Żaryn, Government Plenipotentiary for Security of the Information Space of the Republic of Poland, in his Twitter called the picture a misinformation that "can be used to create panic in Poland and sow confusion."
