The claim originated from a video (archived here) where it was published by @sotnik_tiktok on July 12, 2023. The text on the video, translated from Russian, reads:
Tsikhanouskaya screwed up at NATO Summit. Being excited during her address, Tsikhanouskaya could not pronounce the prepared speech. Her office representatives were quietly burning with shame looking at their phones. However, a new democratic forces flag was demonstrated.

The video fragment used in the TikTok claim video dates back to 2020 right after Belarusian Presidential elections, the results of which she rejected.
During her presentation at the side events of Belarus during the NATO Summit in Vilnius the opposition leader called for more attention to Belarus as it is "a key factor in our region's security" as well as met U.S senators.
No information on the flag of the democratic forces was presented. The white-red-white flag represents the Belarusian opposition.
