Did US Vice President Kamala Harris deliver a "word salad" speech? No, that's not true: The video is a deepfake, where fake audio was synced to match her lip movements.
The manipulated video (an example here) in which Harris seemed to be slurring her speech, went viral. The words: "Today is today and yesterday was today yesterday. Tomorrow will be today tomorrow. So live today, so the future today will be as the past today, as it is tomorrow" were inserted over a speech she held on the 25th of April, 2023.
Kamala Harris addressed the crowd at a reproductive freedom rally, held at Howard University in Washington D.C. At no point in her speech did Harris say "Yesterday is today." The full text of the speech can be found here.

The story was picked up by a Belarusian TikTok account political.channel.minsk and commented on it in a video (archived here), published on May 4, 2023 under the title "Klitschko has got a competitor in eloquence." It opened:
Ciceros and ciceronesses of our time. I will start by saying that Vitali Klitschko, the Mayor of Kyiv, has finally got a worthy adversary in eloquence. The world mass media listened to the speech of US Vice President Kamala Harris and just like her speech opponent, shared the deepest thought about time.
