Has North Korea's leader Kim Jong-Un announced the Democratic People's Republic of Korea will supply fighter jets and tanks to Russia and said the latest military equipment would go into service in February? No, that's not true: Lead Stories found no credible reporting of such an announcement.
These false claims have been published by different TikTok accounts. On February 5, 2023, this claim appeared in the video posted on the TikTok account STOL51, and was shared on February 10 on this TikTok account (archived here). The claim opened:
"IMPORTANT STATEMENT BY KIM JONG-UN.
About 7 minutes ago, the leader of North Korea, Kim Jong-Un, made an important statement regarding the Russian-Ukrainian conflict. "This special operation has already tired everyone in the world. Everyone wants it to end as soon as possible. Therefore, we are announcing the supply of fighter jets and tanks to Russia! The latest military equipment would go into service on * February!" @_stol51_

According to a BBC report of September 22, 2022, the US has accused North Korea of supplying arms and ammunition, including artillery shells and rockets, to aid Russian President Vladimir Putin's war in Ukraine. Yet, North Korea has denied the US allegations of the arms transfers.
As reported in Politico, on March 30, 2023, US national security spokesperson John Kirby said in a briefing with reporters that Russia would be likely to send food to North Korea in exchange for the munitions. North Korea's leader Kim Jong-Un hasn't commented on the issue.
A search on Google didn't show any credible reports that North Korea would want to send fighter jets or tanks to Russia. One can assume that there would be media reports if this claim were true.
